Title VI Notice to the Public

The Champaign County Regional Planning Commission (RPC) is the Metropolitan Planning Organization (MPO) responsible for administering the federally mandated transportation process for the Champaign-Urbana urbanized area. RPC operates its programs and services without regard to race, color, and national origin in accordance with Title VI of the Civil Rights Act. Any person who believes she or he has been aggrieved by any unlawful discriminatory practice under Title VI may file a complaint with the RPC.

Sealed bids will be received until 10am on Friday, July 21, 2023, by the Customer Service Specialist at the Champaign County Regional Planning Commission (RPC), 1776 E. Washington Street, Urbana, IL 61802 for a 2023 Ford Transit Connect Cargo Van or comparable vehicle. A package can be obtained at the RPC Monday through Friday between 8am-4pm or by requesting a copy from Peter Pasholk at ppasholk@ccrpc.org. The RPC reserves the right to reject any or all bids submitted.

REQUEST FOR PROPOSAL – INSULATION, HVAC, PLUMBERS, ROOFERS, ELECTRICIANS, AND APPLIANCE CONTRACTORS NEEDED 

The Champaign County Regional Planning Commission (RPC) will be accepting proposals from contractors interested in participating in the Illinois Home Weatherization Assistance Program during the period of October 1, 2023, through September 30, 2024. The RPC will conduct an informational meeting on Wednesday, July 19th, and Wednesday, July 26, at 11am and 1pm for all interested parties. The informational meeting will be held at the RPC’s office at 1776 E. Washington Street, Urbana, IL 61802.  

All contractors interested in pre-qualifying as a contractor for the RPC’s Illinois Home Weatherization Assistance Program (IHWAP) must call our office at 217-819-4031 as soon as possible, to register their company name. Registrations will be accepted up to 24 hours before the meeting. 

This meeting will explain IHWAP and for pre-qualification application materials to be completed by the contractor. All contractors who attend will be given a contractor pre-qualification application, labor specification list, and sample project work order. All pre-qualification application materials are due by 4:30pm on Wednesday, August 9th, at the RPC office. Only those who attend an orientation meeting, or have attended a meeting in the past 2 years, will qualify for contract consideration. Applications will be evaluated and scored, and the contractor(s) whose qualifications are most advantageous for IHWAP and the RPC will be invited to discuss pricing and be extended contracts.  

Contractors for IHWAP provide services such as installing insulation, HVAC systems and repairs, water heater systems, caulking, weatherstripping in addition to minor repairs in structure, plumbing, and electrical systems. There are many ways to participate in this program and further details will be provided at the contractor meeting. Please remember to call 217-819-4031 and let us know if you will attend the meeting.
