The Human Service Transportation Plan (HSTP) is a unified, locally-derived, comprehensive plan for delivery of public and specialized transportation that services persons with disabilities, older adults, and persons with limited incomes by:
- Identifying transportation needs, gaps, and barriers;
- Outlining strategies for coordination transportation to better address those needs; and
- Prioritizing the transportation projects.
Region 8 encompasses the following counties within East Central Illinois: Champaign, Clark, Coles, Cumberland, DeWitt, Douglas, Edgar, Macon, Moultrie, Piatt, Shelby & Vermillion. The Region 8 Human Service Transportation Plan Committee meets on the third Thursday of March, June, September, and December each year. The Committee helps plan, develop, and assist in the deployment of transportation programs that maximize the use of available transportation services and scarce public capital and operating funding. The HSTP Region 8 is composed of Policy (representative from each county), Technical (stakeholder agencies), and Advisory Committees (representative from a Metropolitan Planning Organization (MPO) and/or 5307 Transit Provider from the urbanized areas within the Region).
