2022 Continuum of Care Program Notice of Funding Opportunity (NOFO)

The Champaign County Continuum of Service Providers to the Homeless (CSPH) has begun preparations for the application for the Fiscal Year (FY) 2022 Continuum of Care Program Competition, which includes the review of renewal and reallocation project applications. Below is the detailed schedule for the submission of renewal and new 2022 Continuum of Care Program Competition project applications. The full NOFO document has been attached for reference for application preparation. The rating & ranking tools for applications has also been attached for reference. The Continuum’s Annual Renewal Demand is $789,690. HUD has defined Tier 1 of the CoC Program as 95% of the ARD. Projects ranking in Tier 1 should not suffer reductions unless they straddle tiers. Tier 2 amounts to the remainder of funding, and may be decreased depending on the Continuum’s ranking in the competition.

HUD will not fund new projects. Any new projects must come from reallocation of funds away from existing projects. Funds may only be reallocated away from projects that have not been renewed. In other words, new projects in their first year of operation may not have funds reallocated away from them if they seek renewal. Approximately $733,000 is currently committed to projects in their first year of operation and will be unavailable for reallocation to new projects if those programs seek renewal. This leaves approximately $56,690 that is available for reallocation. All new and renewal projects will be rated and ranked regardless of reallocation commitments. Project Application Schedule

Monday, August 8, 2022 – The CoC Competition begins.

Wednesday, August 31, 2022 – Deadline for submission of CoC Program Project Applications in e-Snaps and submission of companion applications to the Rating & Ranking Committee Chair.

Wednesday, September 7, 2022 – The Rating & Ranking Committee will meet to review project applications.

Tuesday, September 13, 2022 – Deadline by which the Rating & Ranking Committee & NOFO Workgroup will notify applicants of reallocation, acceptance, or rejections.

Wednesday, September 21, 2022 – Goal date by which the NOFO Workgroup will post the 2022 Collaborative Application and Priority List to the CSPH website.

Monday, September 26, 2022 – Goal date by which the NOFO Workgroup will submit the CoC Application & Priority List in e-Snaps.
