Request for Proposal – Insulation, HVAC, Carpenters, and Applicance Contractors Needed

The RPC will be accepting proposals from contractors interested in participating in the Illinois Home Weatherization Assistance Program during the period of October 1, 2021, through September 30, 2022. The RPC will conduct an informational meeting on September 15, 2021, at 11am and 1pm for all interested parties. The informational meeting will be held at the RPC’s office at 1776 E. Washington Street, Urbana, IL  61802.

*Note: all participants will be required to follow COVID-19 precautionary measures that include wearing a mask and maintaining six-foot distance from all participants.

All contractors interested in pre-qualifying as a contractor for the RPC’s Illinois Home Weatherization Assistance Program (IHWAP) must call our office at 217-819-4119 by September 13, 2021, to register their company name.  The purpose of this meeting is to explain IHWAP and for pre-qualification application materials to be completed by the contractor. All contractors who attend will be given a contractor pre-qualification application, labor specification list, and sample project work order. All pre-qualification application materials are due by 9am on Monday, September 27, 2021, at the RPC’s office. Only those attending the meeting will qualify for consideration. Applications will be evaluated and scored, and the contractor(s) whose qualifications are most advantageous for IHWAP and the RPC will be pre-qualified as contractors for the program.

Contractors for IHWAP provide services such as installation of weather-stripping, caulking, insulation, air sealing, heating system repair and replacement, water heater replacement, and minor structural, plumbing, and electrical repairs.
