Champaign County Regional Planning Commission – The Workforce Innovation and Opportunity Act Request for Proposals for PY 2020 Youth Programs
Attention: Local Community Agencies, Local Labor Organizations, Local Educational Agencies, Other Interested Persons/Parties
The Champaign County Regional Planning Commission, Administrative Entity for Workforce Innovation Area #17 (Champaign, Douglas, Iroquois, Ford, and Piatt Counties) is requesting proposals under the Workforce Innovation and Opportunity Act (WIOA) for employment and training programs for youth to operate in Champaign, Douglas, Ford, Iroquois, and Piatt Counties between April 1, 2021, and June 30, 2021. The initial contract period will be April 1, 2021 through June 30, 2021. Dependent upon appropriations and performance, contracts may be renewed or extended for an additional 12-month term for a total period not to exceed four (4) years from the initial date of award.
Proposal guidelines and requirements will be made available to parties interested in delivering youth programs with emphasis on serving youth year-round within a comprehensive workforce development system; summer representing only a part of the long-term development strategy for the youth participants. Eligible proposals must reflect the requirements of the Workforce Innovation and Opportunity Act and guidance as issued under the Training and Employment Notice Letter No. 5-14 (USDOL), dated July 22, 2014.

All potential providers are encouraged to apply.
The Workforce Development Division will provide up to $900,000 for this RFP for the period of April 1st, 2021 through June 30th, 2021. Statement of Limitations: This notice of Request for Proposals (RFP) does not commit the Champaign County Regional Planning Commission to award any contracts. The Champaign County Regional Planning Commission reserves the right to make any adjustments to this RFP which may be necessary due to the new Workforce Innovation and Opportunity Act (WIOA) or any other regulatory changes, to accept or reject any or all proposals received as a result of this request, to negotiate with qualified sources, or to cancel an RFP in whole or in part.
