The Human Service Transportation Plan (HSTP) is a unified, locally-derived, comprehensive plan for delivery of public and specialized transportation that serves persons with disabilities, older adults and persons with limited incomes by:

HSTP 2020 Web Plan
Human Service Transportation Planning (HSTP) is an initiative to evaluate existing transportation services, identify the transportation needs of individuals with disabilities, older adults, and people with low incomes, and establish goals and strategies for meeting these needs in Champaign, Clark, Coles, Cumberland, DeWitt, Douglas, Edgar, Macon, Moultrie, Piatt, Shelby, and Vermillion Counties in Illinois. Approval of the 2020 update of the HSTP Plan was delayed due to Covid-19 but was approved by the Region 8 HSTP committee in March of 2023.
