Approved CUUATS Technical and Policy Committee Items December 2023

Thirteen Transportation Improvement Program (TIP) Amendments Approved

The Illinois Department of Transportation, City of Urbana, Champaign-Urbana Mass Transit District, Champaign County, and the City of Champaign submitted 13 amendments to the Transportation Improvement Program FY 2023-2028 which were presented and approved at the CUUATS Technical and Policy Committee meetings on December 6 and December 13, respectively.


Champaign-Urbana Urban Area Human Service Transportation Plan (HSTP) Final Approved

The purpose of the Human Service Transportation Plan (HSTP) is to evaluate existing transportation services, identify the transportation needs of individuals with disabilities, older adults, and people with low incomes, and establish goals and strategies for meeting these needs within the Champaign-Urbana Urban Area. The HSTP program was originally instated to meet coordination requirements set forth in the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU). HSTPs must be updated every five years as required by federal statute.

At the December 6 and December 13 CUUATS Technical and Policy Committee meetings, the 2020 final plan was presented and approved. The resolution was also posted to the HSTP portion of the Planning and Community Development’s website under Related Documents.


Federal Highway Safety Performance Measure (PM1) Targets for 2023 Approved

Federal legislation requires state DOTs and MPOs to establish targets for three highway performance measures: Highway Safety (PM1), Pavement and Bridge Condition (PM2), and System Performance (PM3). IDOT sets annual targets for PM1 every year. MPOs have 180 days after DOTs adopt statewide targets to accept the DOT’s targets or to set their own targets for the metropolitan planning area (MPA). IDOT evaluates progress toward the targets every year for PM1 and every two years. After evaluation, IDOT and the MPOs have an opportunity to adjust the future targets. The suggested PM1 targets was presented and approved at the CUUATS Technical Committee meeting on Wednesday December 6 and the CUUATS Policy Committee meeting on Wednesday December 13.

Long Range Transportation Plan 2045 Report Card Updates Approved

The Annual Report Card for the LRTP 2045 includes information and data corresponding to the performance measures established for each of the five overarching LRTP 2045 Goals: Safety, Multimodal Connectivity, Equity, Economy, and Environment. The report card tracks progress toward achieving these goals through ratings for each performance measure indicating positive, negative, or neutral progress toward the LRTP 2045 goals as measured against the 2020 baseline.  

The remaining two (of 27) LRTP 2045 performance measures were approved at the December 6 and December 13 CUUATS Technical and Policy Committee meetings, respectively.
